Creating a carbon management plan for a transport project

10 Aug 2026

All Department for Transport (DfT) funded transport infrastructure projects that are subject to DfT’s business case assurance process are required to produce and maintain a carbon management plan (CMP).

Best practice in whole life carbon management for technical teams and decision-makers leading on transport infrastructure projects is set out in the guidance. The template provides a standardised format that can be used for a CMP. Both documents align with standards set out in PAS 2080:2023.

CMPs are an established DfT business case requirement.
