Doctors on Wheels Director guilty of D4 medical fraud

27 May 2026

A company director who approved thousands of medical certificates for HGV drivers has been found guilty of fraud.

Andrew Eburne, director of Leicester-based Doctors on Wheels, was prosecuted after a long investigation sparked by DVLA concerns.  He was charged alongside five other Doctors on Wheels workers who were cleared in the same case.

The other five Doctors on Wheels workers provided D4 medical certificates for HGV licence holders and applicants as part of the licence process.

A Swansea Trading Standards investigation that began in 2019, including undercover officers posing as HGV applicants, found serious concerns about unqualified staff signing certificates.

Eburne admitted the charges, was convicted by a jury, and will be sentenced in Swansea in June.
