HGV parking and driver welfare match funding grant scheme evaluation

Evaluation of rounds 1 and 2 of the heavy goods vehicle (HGV) parking and driver welfare match funding grant scheme. Launched in 2022, the scheme provided match funding to help operators improve HGV parking facilities and driver welfare in England.

The report provides the Department for Transport (DfT) with findings on:

  • how the scheme operated in practice for lorry park operators
  • whether improvements were delivered as intended
  • the extent to which any improvements contributed to driver welfare and longer-term outcomes, such as recruitment and retention

The results of this evaluation will support learning on the design and delivery of grant-funded interventions intended to improve lorry park provision and driver welfare.
