Important Update for Goods Vehicle Operators in Europe

Since May 2022, goods vehicles and cars with trailers over 2.5 tonnes carrying goods for hire or reward in Europe must be included on an international Operator’s Licence, requiring a professionally competent Transport Manager.

Existing Operators:

  • Add new vehicles to the current licence with the existing Transport Manager, unless it exceeds statutory limits, requiring an additional Transport Manager.

New Undertakings:

  • Must acquire a licence and hire a qualified Transport Manager.

Temporary Recognition Ends:

  • Interim recognition for existing staff as Transport Managers ended on 21 May 2024. They must pass the Certificate of Professional Competence by 21 May 2025 to continue.

Hiring a Qualified Transport Manager:

  • If current staff do not meet requirements, hire or contract a qualified Transport Manager. An external Transport Manager can serve up to four operators with a total of no more than 50 vehicles.

Documentation:

  • Drivers on international journeys must carry the UK Licence for the Community.
