Summary

Proposes legislative amendments for enforcing traffic management plans for outbound heavy commercial vehicles in Kent after the EU transition period.

Consultation description

 

After the EU transition period ends, the EU will impose new controls on goods arriving from Great Britain potentially causing disruption to heavy commercial vehicles (HCV) traffic moving through the Port of Dover, Eurotunnel and the Short Straits Channel crossing.

 

in 2019, when facing a similar problem and with help of Kent Resilience Forum we implemented Operation Brock to manage HCV traffic and deal with any potential disruptions which was supported by 3 statutory instruments.

 

As this may occur again at the end of the 2020 EU transition period we are proposing:

  • extending the sunset clauses in the SIs to end of October 2021
  • updating road layouts to reflect potential changes to the Operation Brock plans
  • alter border readiness plans so checks are completed with an online system, called the Smart Freight Service, and take place outside Kent

We are additionally suggesting extra options for supporting HCV traffic management in Kent.
