Section 22 permit updated application form

21 Nov 2022

Section 22 permit application form updated

The application form to apply for a community bus permit (PSV368) application form has been updated to provide clarity to questions and remove the requirement to provide a contract with a maintenance provider.

Community bus permits are available to organisations that provide passenger transport exclusively for ‘non-commercial’ purposes or which have a main occupation other than that of a road passenger transport operator.

The holder of a Section 22 permit may operate transport services for hire or reward without the need for a full public service vehicle (PSV) operator’s licence, provided the services are carried out without a view to profit nor incidentally to an activity that is itself carried on with a view to profit.

Permit holders have a responsibility to make sure that services are operated within the law, with vehicles properly maintained and using drivers with the appropriate qualifications.
