Temporary Transport Managers Exemption for light goods ‘O’-licences approaching end date

The temporary exemption for a staff member to be recognised as a transport manager on a light goods vehicle ‘O’-Licence ends on 21st May this year, 2025.

By the 21st May the recognised transport manager must have gained the transport manager CPC qualification in order to continue in the role on the licence or be replaced with someone holding the qualification.

As part of the UK/EU Trade & Cooperation Agreement operators of vans and/or other light goods vehicles over 2.5 tonnes up to 3.5 tonnes were required to hold an operator licence in order to provide services into the EU and Iceland, Liechtenstein, Norway and Switzerland.  The exemption, which is drawing to a close, allowed the applicant for the licence to name a staff member as a temporary transport manager without the need for the qualification to be acquired, provided the criteria was met; the ability to demonstrate they had managed light goods vehicles for at least 10 years prior to 20 August 2020.

As 2025 marches on, the exemption is drawing to an end date and those recognised as temporary transport managers are advised to take action to obtain the qualification or to identify a qualified transport manager.
